Designing Tomorrow’s Healthcare: The Guiding Principles of Ayushman Bharat Digital Mission (ABDM)

The Ayushman Bharat Digital Mission (ABDM) has been designed, developed, deployed, operated and maintained by the Indian Government and guided by the National Digital Health Blueprint (NDHB).

Business Principles: Wellness-centric and inclusive care

  • ABDM emphasizes wellness, fortifying wellness centres and mobile screening teams with real-time access to personal health records. Its focus is to elevate health consciousness and promote proactive well-being management.
  • ABDM will educate and empower individuals to access a wide range of health and wellness services. Mass awareness initiatives, coupled with a portfolio of Health Apps, will pave the way for informed decision-making.
  • Specialized systems within ABDM are meticulously designed to cater to the digitally illiterate, remote, and the “unconnected,” ensuring that healthcare reaches every corner of the nation.
  • ABDM will ensure privacy and security by design. A national policy on the security of Health Systems and Privacy of personal health records is being developed in accordance with the PDP Bill 2019. All the building blocks that require handling personal health records will be designed to comply with this policy.
  • The mission integrates real-time monitoring mechanisms to measure and display the performance and accountability of all health service providers. This transparency reinforces a culture of accountability in the healthcare sector.
  • ABDM adopts a national footprint, enabling seamless portability across the country through a Health ID (Personal Health Identifier), with supporting blocks, including the adoption of Health information standards that will play a pivotal role in national portability.
  • Following the principle of “Think big, start small, scale fast,” ABDM adopts a combination of strategies for minimalistic design, prioritization, and agile technology, quickening the development.

Technology Principles: Building the Future with Innovation and Interoperability

  • ABDM has been developed according to the India Enterprise Architecture Framework (IndEA). It follows a standardized approach in design and development.
  • All the components of ABDM adhere to open standards and are interoperable. They are based on open-source software products and open-source development thus providing an effective digital ecosystem.
  • Another striking feature of ABDM is its Federated Architecture, allowing for the central development and maintenance of core building blocks. As a result, it empowers regional, state-level, and institution-level platforms to operate independently but in an interoperable manner. As defined in ABDM, the data will be federated and stored close to the point of generation.
  • ABDM’s operates on an open AI-based ecosystem, conforming to the open API policy. APIs are designed with security and privacy considerations and are subjected to rigorous audits before deployment.
  • All the components, building blocks, registries, and artefacts of the Ayushman Bharat Digital Mission (ABDM) are designed with a minimalistic approach—easy, early, and collective adoption of the Blueprint.
  • All the registries and master databases are built as a single source of truth on different aspects and are backed by strong data governance. All mandatory fields undergo a rigid validation process, with clear ownership and defined responsibilities.
